2 experts for the project "Returning of foreign fighters in Jordan: Assessment of the relevance and scope definition of a IcSP measure in integrated smart border management"
 
PROJECT / FUNCTION DESCRIPTION:
 
Global objective

The overall objective of the assignment is to contribute to improve integrated border management in Jordan to combat the threat of terrorism and different forms of transnational
crime, with a particular focus on the potential return of foreign fighters in the months to come.

Specific objective

The purpose of the assignment is to compile and analyse, together with the European Delegation to Jordan, the necessary information for the European Union and the Government of Jordan to assess the relevance and scope of a crisis prevention and response programme in
the field of integrated smart border management based on the international and EU objectives on Integrated and Smart Border Management and taking into account current threats, in particular the potential return of foreign fighters.

 
PROFILE OF THE EXPERT:
 
EXPERTS PROFILE

Minimum expertise required:

Both experts shall have the following basic expertise:

  • University degree in a subject relevant for the security and justice sectors (e.g. related to justice, rule of law, human rights, etc.);
  • Experience in either the identification, formulation, implementation, monitoring or revaluation of development/technical cooperation projects/programmes funded by international donors in border management;
  • Excellent command of both written and spoken English.

The profiles of the key experts for this contract are as follows:

Key expert 1 – Integrated Border Management expert with a Law enforcementbackground focusing on border control of persons (maximum 35 working days, including 20 working days in Jordan).

  • At least 12 years of experience on strategic level working for governmental institutions in the field of border management, preferably with an in-depth knowledge of the region.
  • Solid professional experience in IBM strategies and border related issues at different levels of responsibility and in different areas of expertise including border management (border checks, border surveillance), immigration and border related law enforcement.
  • Solid knowledge of EU best practices in border management and integrated border management – theory and practice of EU external border protection,
  • Relevant experience in counter terrorism and countering violent extremism related issues.

Key expert 2 – Integrated Border Management expert with Customs background focusing on movement of goods (maximum 35 working days, including 20 working days in Jordan).

  • At least 12 years of experience in IBM strategies and border related issues at different levels of responsibility and in different areas of expertise including border management and customs issues.
  • At least 5 years of demonstrated experience in development/technical cooperation projects/programmes in the field Border Management
  • Significant experience in either the identification, formulation, implementation,monitoring or evaluation of development/technical cooperation projects/programmes funded by international donors in border management
  • Relevant experience in counter terrorism and, where appropriate, countering violent extremism related issues.

Additional criteria


  • Experience in working on broader migration issues, justice and home affairs issues or crisis management and security issues in the Arab world will be considered an asset.
  • Proven experience in border management database and network security and system administration; within a government or international migration and border management structure would be an added advantage.
  • Experience working directly or as consultant for the European Union, an OECD-DAC development cooperation agency, a United Nations agency or an International Financial Institution in Jordan will be considered an asset.
  • Previous experience of working with the military will be considered an asset.
  • Knowledge of the Arabic language will be considered and asset;

  • Experience in EU policies and procedures for external actions in the Arab World will be considered an asset.
